CASS provides impartial grading services to ensure agricultural products meet quality standards:

• Federal Standards Grading
  In partnership with CDFA and USDA, CASS evaluates commodities at production, packing, storage, shipping, or receiving points using federal grading standards. This is a voluntary, user-funded service.
• County, State, or Industry Standards Grading
  CASS certifies that commodities meet local ordinances, state minimums, or industry criteria—helping establish fair pricing between buyers and sellers. This service is offered at a contract rate.

CASS partners with the California Avocado Commission (CAC) to inspect avocados and ensure they meet the Commission’s quality standards. CAC is a state agricultural marketing organization that represents California avocado growers and promotes the integrity of their products.

CASS supports agricultural research and pest control through:

• Laboratory inspection services for the Citrus Research Board (CRB), under CDFA/USDA oversight.
• Pest detection and survey work in commercial groves.
• Insect and plant rearing at CDFA’s biological control facility.
• Biological control releases in Southern California.

CASS conducts both routine and emergency pest detection and surveillance for exotic insects and plant diseases. Staff follow established protocols to deploy and monitor traps through the collection of samples for analysis by scientists at partner agencies.

The Shipping Point Inspection (SPI) Program operates out of eight district offices across California:

• Central & Northern California: Six offices operate year-round, with peak activity from April through November.
• Southern California: The Riverside and San Diego offices operate year-round, supporting federal and state inspections.
