About CASS
Our Roots
Formed in 2006 as a Joint Powers Authority (JPA) by the California Department of Food and Agriculture, Yolo County, and Trinity County, CASS was established to provide cost-effective, responsive inspection and pest eradication services that support and protect agriculture, public health, safety, and welfare.

Our Mission
CASS’s mission is to protect and support California’s agricultural industry and its consumers.
We work with state and local agencies to improve the quality, safety, and marketability of agricultural products through strict grading standards and proactive pest detection and eradication programs. In collaboration with state and federal partners, CASS ensures its services meet the highest standards. Through this commitment, we help maintain the integrity and strength of California’s agricultural sector.
Our Purpose
CASS’s purpose is to safeguard California agriculture throughout the state.
CASS’s purpose is to deliver cost-effective and reliable services—including inspection, emergency pest eradication, and program support—across California through a network of federally licensed and trained professionals. By maintaining the highest standards and expanding services statewide, CASS plays a vital role in safeguarding public health, safety, and the long-term prosperity of California’s agricultural sector.
